Dr. joseph King Jr.

"Educator, Federal Executive, and Servant Leader"

Dr. Joseph King, Jr. is an Executive Human Capital Officer and the Principal and Director of The King Group Consulting. His current work includes Field Instructor with Washington University/Brown School and the St. Louis Field Education Collaborative. He has also filled the role of Adjunct Professor and Professional Development Consultant at Webster University Management and Human Resource Departments for graduate students and executive development of corporate and governmental leaders. Before this, Dr. King worked with the U.S. Army Combat Capability Development Command (CCDC) Armaments Center (formerly ARDEC), which is the government’s #1 Research, Development, and Engineering Center with 3,000 employees, a $1-billion budget, and bragging rights as a winner of the 2007 Malcolm Baldrige Quality Award making it the first and only government agency to win. As a human capital officer, Joe established the first Human Capital Management Office for the U.S. Army (CCDC) Armament Center, developed and executed policies and programs, and selected the Chief Learning Officer. He has instituted talent management and acquisition programs and audits, Pay for Performance, tuition reimbursement, and hiring bonus policies.
As a Six Sigma Black Belt, Dr. King has directed and managed several lean projects, including Affirmative Employment, On-Boarding, and Employment Orientation. As the Director of EEO and Diversity Management, he planned and conducted special issues and professional development workshops, such as Managing Diversity, Prevention of Sexual Harassment, Dispute Resolution, and Customer Relationship Management.
Dr. King received his Ph.D. in Applied Behavioral Science and Educational Leadership from the University of Cincinnati, his master’s degree in National Securities Studies from the U.S. Army War College, and a master’s degree in Criminal Justice from Xavier University. He completed the Senior Executive Fellowship Program at the John F. Kennedy School of Government, Harvard University. Additionally, he has multiple certifications in addition to the Six Sigma Black Belt, such as Human Capital Executive Certification, Malcolm Baldrige Examiner Certification, Human Capital Strategist Certification, Acquisition Technical Evaluation Certification, and Shingo Prize Certification.
Dr. King’s publications include Discretionary Equality, Dissertation Abstracts, University of Michigan, Strategic Leadership, Leading Change in a New Age, U.S. Army War College, ARDEC Human Capital Transformation, The Clinton Administration Policy on Drug Control, and most recently, in February of 2022, Caring for Others Amid Covid-19.
In his spare time, he uses his time, talent, and treasure to volunteer with the University of Cincinnati, College of Education, Criminal Justice, Human Services & IT (CECH), Gateway Region YMCA Metro Board of Advisors, Association of the US Army (AUSA), Vice President of Membership, Employer Support of the Guard and Reserve, (ESGR-DoD), Director, Education & Training/Ombudsman, and National Communities of Excellence (ST Louis Metro Core), Leadership Team and Board member St Louis Conflict Resolution Center.
Dr. King was also featured in the Baldrige 2020 Performance Excellence Program (also known as The Malcolm Baldrige National Quality Award). It is a prestigious program that recognizes U.S. organizations in the business, healthcare, education, and nonprofit sectors for performance excellence.
He also serves as a Christian leader in his local church and a chaplain in the Masonic lodge. He is also a member of the United Supreme Council 33rd° (PHA).
